Human Resources Director

Under the direct supervision of the Chief Operating & Financial Officer (COFO), the Human Resources Director is responsible for directing the operations of the Human Resources Department in accordance with priorities and goals adopted by the Coastal Health & Wellness Governing Board and rules and policies adopted by the United Board of Health, and operational procedures established by management. This position is also responsible for prioritizing work to assure progress towards the executive priorities/goals established in the strategic health plan.
Essential Job Functions
Responsibilities include, but are not limited to:
45% - Provides strategic and day-to-day leadership of the Human Resources Department. Develops and implements programs to recruit and hire talented individuals for the Galveston County Health District. Consults with and advises executive staff and managers regarding employment decisions to maximize the quality of the organization's workforce. Works with executive staff and managers regarding employment termination decisions to ensure compliance with the District's corrective action policy. Advises management in GCHD human resource policy and benefits administration issues. Assists decision makers with developing human resource policies and compensation scales.
20% - Creates and runs training and career development programs for a variety of Health District departments/programs; selects training specialists; assists managers by creating and applying training protocols. Develops processes to ensure that employee evaluations, required job related trainings, and any approved personnel or compensation changes are completed within required timeframes.
20% - Researches legislation and employment laws affecting human resources; keeps management informed of new developments; monitors policies to ensure compliance. Seeks legal counsel when appropriate to ensure that policies comply with federal and state law. Works with third-party administrators to resolve claim issues related to the administration of employee benefits programs. Conducts misconduct investigations when necessary.
15% - Hires, supervises, and directs the training and professional development of Human Resources personnel. Builds employee morale through appreciation efforts, special events, and other efforts. Performs other duties as assigned by supervisor.

Knowledge, Skills & Abilities
Knowledge sufficient to thoroughly understand the diverse objectives and functions of the Health District in order to provide HR services in a manner that maximizes the performance of the various departments and programs.
Skill in decision making and problem solving; maintaining an organized work area with attention to detail; organizing and prioritizing workload and meeting deadlines; and excellent and written and verbal communication.
Ability to interact effectively and professionally with persons from diverse cultural, socioeconomic, education, racial, ethnic, and professional backgrounds, work effectively with managers, co-workers, members of the public and professional groups, manage and coordinate activities and projects; communicate effectively, clearly, concisely with others (internal and external customers, both verbally and in writing), consistently demonstrate positive/proactive customer service attitude, consistently maintains ethical behaviors exemplary of quality public service and fair standards, inclusively, among all employees and members of the public; work as an effective team member, function independently, exercise sound judgment and initiative; be flexible to shift priorities; maintain confidentially; work towards goals and objectives of Strategic Health Plan; follow Health District policies and the mission, vision, and Guiding Principles of the Health District; receive constructive feedback; and be available to accept new assignments to meet disaster-related Health District responsibilities.
Experience & Education
Required: Bachelor's degree from an accredited college or university required.
Preferred: Master's degree in related area and HR certification (SHRM-CP or SHRM-SCP). Experience sufficient to fully understand the diverse functions of the Human Resources Department and manage the department competently, usually interpreted to require ten (10) years of related experience within HR management. HR managerial experience in a public sector and/or with large organization.

License and/or Certification
Valid Texas Drivers License

Special Requirements
Must have reliable transportation and be willing to travel between GCHD facilities. Must have reliable transportation and be willing to travel between GCHD facilities. Must be willing to work evening hours if necessary.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
